Yes I’ve made bloomin onion “petals” which are just fried pieces of onion. And they sell special tools to make an onion bloom. Just google the recipe, they actually turn out great when I use a deep fryer.

Essentially, but I would start by doing what this anon >>18646696 did.
Keeping the onion in the blossom shape for appearance's sake requires a bit of careful cutting, thinness of batter and care in not letting it all just fuse together in a lump in the frying. Which is why they make entire stupid tools for it.
If you just deep fry onion petals everything is more efficient and tolerant of being done quickly and slapdash by a home cook. You can do a it in a shallow pan with less oil. You can try a few at a time and experiment with what you're doing. And functionally it's obviously the same.
