It's beef broth with seasonings mixed in just like ramen is pork or chicken broth with seasonings. The noodles and toppings are also different. Ramen uses wheat alkaline noodles, and pho uses rice noodles. The toppings are of course up to your preference, but ramen usually has things like pork belly, fish cake, seaweed, mushrooms, and bamboo shoots while pho has things like chipped beef, basil, cilantro, mint, chilis, and lime. Of course you can also find pho recipes that use chicken broth and meat if that's what you want. Really the secret ingredient that makes ramen a uniquely Japanese spin on Chinese noodles is dashi stock made from konbu and katsuobushi added to the chicken or pork broth to make it more savory.

Lee Kum Kee makes a tonkotsu base sold in 200g sachets that's the same shit many of the Chinese-owned-and-operated ramen shops use, just in smaller quantity (they buy theirs by the bucket). Best of all, they're kinda cheap considering that they make four servings.

Gomtang is basically tonkotsu made of beef bones instead of pork. There's also ushikotsu in grolious nippon but it's not terribly common for some reason. Probably because pork is better in every imaginable way.

Do they serve Tonkotsu? $20 is kind of high but I'd say it's semi worth it if it's Tonkotsu because that is pretty labor intensive. What really grinds my gears is these restaurants that have the gall to charge $20 for a bowl of ramen and they only serve miso and shoyu, two ramens that are extremely easy to prepare and cheap as dirt.
