Local is better, you just need to find the good local place. Everywhere is gonna have at least one, some places are lucky to have multiple.
Here's my good local spot in Shizuoka, アンアン. Might not look like much, but the crust is fantastic. Just leagues better than other places in the area.

But if you live in the middle of fly-over-ville you might be fucked since local options could be garbage tier too.

If you're in a suburb of a major metro area, or inside a city itself, your local pizza options SHOULD be better than any chain place, it gets murkier when you get out to more rural areas though.

I honestly don't know how it's possible for a cheese pizza to get this greasy unless the cheese is fake and mostly packed with vegetable oils, which super cheap cheese often is.

Find a better shop or locality. Earlier this year a place opened up near me that has the best pizza I've ever had. It's run by real Italians, everything is made fresh and it's all delicious. I can't attest to this, but people who would know have said this place has the best NY style pizza in Cincinnati.
