you're both wrong
garlic powder is already cooked, but in order to increase the garlic flavor (ie alicin) it needs to be wet/reconstituted

typically you do this when you add it to sauces and liquids, but if you only add it right before eating you won't get much of the flavor

mix it with a bit of water and then add that garlic water to some melted butter (olive oil works too, but is not ideal)
it should mix easily due to the water content in butter
dip your crusts (or even drizzle over an entire slice) and enjoy

It's not worth talking to hot sauce freaks. They're mentally damaged and come in two categories. The first is the most common, the "I think liking hot sauce is a personality" type that wont shut the fuck up about hot sauce and thinks "I ate a ghost pepper once" makes for good conversation. They'll put hot sauce on ice cream because they think it makes them quirky or whatever, but everyone around them finds that part of their personality insufferable. I haven't met the second category of hot sauce eaters yet, and I'm starting to think they aren't real.
