I usually just use ms paint, resize around 50%, save as jpg. It's also partly why I don't do cook alongs. Cooking not something I typically document because it's an engrossing process and find that just taking pictures while cooking makes me enjoy it less. I still take pictures from time to time when playing around with concepts or techniques because it can be a good way to remember what I liked or did not like.

I have a piece of software called Affinity Photo for my day job. Equivalent to Photoshop except it's a one time purchase with a lifetime license. I run all of my photos through a custom batch exporter that applies some basic color correction macros and saves the files in a variety of resolutions suitable for print, digital, and web. Overkill for taking pics of my sloppa, but the workflow is easy to set up and I use it for all of my pictures.
I'm sure GIMP or other free software can provide batch downsizing. You want to cut the resolution and run some form of compression.
