How do I learn what different spices and seasonings do for the food instead of just relying on what a recipe tells me to use?

Find recipes that use them. Once you've used them in a few recipes you will start to understand their flavour and what ingredients they work with. Or just dive in and experiment, if you want. If you're smart you'll just understand how to use them, but if you're retarded you should probably start with a couple of recipes.
