Yeah, they're usually for drunk people after last call hits at 1:30/1:45AM and the kitchen in the bar is closed. They're just grilled hotdogs; a cheap, easy and fast meal that can be whipped up on some beaner's food cart.

I doubt they're still dangerous, they have food licenses now.
