People will say white pepper for fish and vegetables but that's wrong. Black pepper, while it has a strong flavor, goes well with almost everything. White pepper goes well with certain things and can be used instead or additionally but its hard to make generalizations, best is to just try it out. Tilsiter cheese and european style chicken soups for example i have found to be good with white pepper or both.

Aesthetics, usually. If you don't want little black flecks in a white sauce, for example, you'd use white pepper. For me, I don't give a fuck and don't even keep white pepper in the house. I only keep black and Szechuan peppercorns around.

I always chose by the color of the meal/sauce. Black spots on bright stuff looks dirty.

Have yet to see the correct response here:
White pepper is for any dairy-based dish or coconut milk/cream based dish. Coconut curry, bechamel sauce, and a dairy-based soup such as cream of muhroom will work excellently with white pepper.

Black pepper goes on everything.

At home you use quality black pepper (India, Indonesia), Japanese sansho or fresh/canned green pepper.

In restaurants you use white pepper on everything because you'll get too many complaints about burnt produce (the black dots from black pepper). I'm not joking. That's the only reason you ever use white pepper.
