That is, that ingredients aren't always the same internationally.

Like flour.
Flour in the US is not the same as flour in France or Germany or Russia. White AP flour is ground differently, has different amounts of protein as standard, has different amounts of ash, etc. If you've made a baked good from a channel like Italia Squisita you might have noticed this, but it becomes more so a problem with especially delicate goods like cakes. Sometimes you may have to changes ratios of flour to fat to water to whatever else, to get the same general product. In a way that simply can't be communicated unless the author has access to materials from all countries and the knowledge that they can be very different products.

Different average volumes of ingredients for standard pantry meals is one thing. Ingredients with substantially different properties is another.
