The rice cooks the egg slightly, yes.
It won't be fully cooked like most people in the west would fry it, but it won't be raw. The egg equivalent to a rare steak, you could say.
Much like eating a rare steak, this is fine as long as the eggs are good quality.

No. It's a lie that only exists to keep Americans from freaking out about raw eggs.
Rice can get hot but it's nowhere close to as effective at transferring heat as a metal pan is.
Even a concrete sidewalk i.e. material with greater ability to transfer heat than rice is generally accepted as not being able to cook an egg on a very hot summer day. There are places where people try cooking an egg on a sidewalk once a year as a local tradition and the results are that the egg doesn't cook.

It partially cooks the egg, but some is still raw.

But that's not a problem in most countries since they've immunized their hen flocks against salmonella, so it isn't something to be concerned about in Japanese eggs.
