This is like how a child buys food, where they just grab whatever looks good to them at the time on the shelf. If you're budgeting, you write down a list of stuff you want to cook for the week, often times things with shared ingredients, and then you buy those ingredients. At least one meal should be pasta, because pasta is cheap as fuck to make. Usually a good way to do this is actually crack open a newspaper and browse through the coupons. Chicken on sale? We're making chicken that week. But you can't rely on stuff just being "on sale," if you buy only chips because they're on sale, you're going to have a bad time because that's not going to provide you the meals you need. You're going to get more bang for your buck buying ingredients and cooking them into meals.
Honestly, not even that much thought has to go into it because once you budget a couple times you get a pretty good feel of what you need to buy each week or so.
