Leaving water in before adding the packet is literally a decision to rob yourself of flavor.
Chicken flavor Maruchan or Top Ramen noodles are so much better when you get rid of the water prior to adding the flavor packets and it's not even close. Keeping the water in just makes it a poor man's chicken noodle soup.

It's actually not hard at all to mix it in. The chicken flavor packet contents instantly dissolve on contact with the noodles, no water required beyond the obvious part where you just boiled them so the noodles will have moisture still despite not sitting in a puddle.

It doesn't need to be soup, anon. It only sounds silly if you wrongly assume it should be a soup and then act like it being not a soup is a contradiction.
If you want chicken flavored noodles with scrambled eggs it would be stupid to try to make it a soup in that context.
