This thread pops up from time to time, usually from some dumb adolescent who thinks they have a great idea that nobody ever thought of before.
Its been tried a billion times, turns out that it simply isn't very good in practice. Chicken fried steak is as close as it gets, and even that isn't very good, being tough, overpriced, and breading falls off. Beef just doesn't lend itself to being processed and formed into a breaded finger food object. Its best when not cooked above 150-ish, same as pork, and that's a fucking tall order when talking about nuggets. Its also best when seared, browning is everything with beef. Chicken nuggets have to be made bulletproof as the people who cook them are typically retarded.
