“cherry blossom festivals” that some American cities put on when they happen to have a few cherry trees and a few Japanese residents to sell things, and want to say they have an annual Japanese cultural event.
If that’s the case, then good on the vendor. They’re providing an authentic cultural experience. Most mom/pop eateries in Japan, especially izakaya or small yakitori joints, are going to be cash-only.
