Depends on the wine. The vast majority of wine made in the world is meant to be drunk very young, within a few years of release generally. The rest varies wildly, some taking just a few years to be ready, others 10, 20, even 30 years. If you're starting a collection or cellar I'd say so a 4:2:1 ratio appeoximately- 4 bottles ready to drink or ready within a year or two, 2 that need 4-8 years, and 1 that's 10+. As you build up you can shift to include more that needs age but the point of wine is to enjoy it so if all your stuff needs a ton of age then you aren't really able to enjoy it.

You don't need a cellar per se, but somewhere dark and cool is important, and in particular temperature stable- it should change temperature as little as possible. If that isn't available where you live, you can get a wine cooler fairly affordably to store some bottles in.

Say you've got a rack that can stack 50 bottles high. That comes out to $2000 in revenue per year per square foot. Doesn't have to be anywhere specific. A patch of land that's less suitable for grapes. I think they can make the numbers work, anon-kun.

Insurance is a thing. Besides, if bottles in a cave are vulnerable to a wildfire, imagine what those could do to grapevines on a hill. The fire wouldn't even need to go near the grapes, just blow smoke on them and your crop is fucked. I think they can take care of some glass bottles, anon-kun.
