Can somebody explain why nearly every fast food chain decided to do this?
Not saying remodels can't be good, but why did they all decide to go for this ugly block look?
In my town there's one Burger that's remained unchanged and it's basically the only one I go to. I just prefer to go to any older looking restaurant if I come across one.

McDonalds in particular tried for years to shift away from the "kiddie place" image it had, especially as parents became more and more concerned with what they were feeding their children. This isn't even a new development. They tried Mac Tonight and the Arch Deluxe and so on during the 80's, 90's, and early 2000's that were explicitly for adults. They even did subtle things, like the Monopoly game was geared more towards adults than kids.
None of those things worked so they went scorched earth and completely redesigned their restaurants. Other places followed suit because they all just copy one another.

The first picture isn't "late 90s" unless you're a zoomer who didn't exist before then and therefore assumes that McDonalds restaurants started looking like that specially for your existence. McDonalds took on that look in the 1970s and it dominated the 80s and 90s into the early 2000s before finally being replaced.

The original McDonalds restaurants intentionally shunned indoor seating because they were 100% focused on speedy counter service. The 1970s saw indoor seating in many competitive restaurants and the rise of the drive-thru rather than walking up to the counter, therefore the new design was made to accommodate both.

There was a new consumer demographic. Boomers were driving more and as we all know, they're lazy sacks of shit who couldn't be bothered to get out of their vehicles and walk to a counter to place their order and receive their food. The restaurant industry was also correctly anticipating the eventual establishment of boomer families in the coming decade, as their average age was somewhere around 15 or so at the time, with the oldest ones already in their 20s and buying houses and cars and having babies with their virgin wives on their entry level factory job that they got with a high school diploma and a firm hand shake.

Early Gen X kids weren't mostly children of boomers but rather the silent generation. Eventually boomers contributed, but the bulk of boomer reproduction resulted in later Gen-X and millennials. The millennial generation spanned roughly 1980-1996 and was raised entirely with these McDonald's designs.

McDonalds in the 90s was doing a lot of things to anticipate demographic changes due to aging generations. The Arch Deluxe flop for example was predicated on the idea that boomers (being older now) wanted a more "mature" sandwich and marketed it as such. They were afraid of being stuck in the image they had intentionally built as a place for kids. Ronald McDonald had shown up in the late 60s as part of a regional marketing campaign at a Maryland location, and they built it out in the 70s, 80s, and 90s. The clown got totally phased out, 100% gone. Happy Meals were advertised very hard during the same span. Toys with food, etc. and while those still exist and the promotions are still there, they didn't like the childish image, and they certainly didn't like it when the entire generation of kids who were raised after these marketing campaigns became the most obese generation of children to ever exist in human history.

So with millennials hitting angsty teen years, and Xers firmly in their 20s and early 30s, they decided to mute most of the bright colors, quirky designs, eliminate play-places, and cater to a generation that would have historical low numbers of children compared to their parents, and who would be put off by the idea of eating in some kiddie restaurant. Whether or not it "worked" is questionable. Would people have refused to go to McDonald's if they kept the look? Would another restaurant with shitty depressing designs have appealed heavily to millennials? Or was it absolutely necessary to suck as much soul as possible out of their restaurant branding to match the soul-less young adults in the millennial generation? Hard to say. But McDonald's has never been anything but a reflection of their consumers, catering to who and what they are.

If a fast food location closes and is sold, those buildings are almost never reused, regardless of design. Because pretty much the only thing that could utilize a building designed around making fast food is another fast food company.
