It's to rinse off any dirt, bugs, or other debris that could have gotten into your rise bag at the time of packaging. Yes bugs comes in your package from the store no matter what country you are in.

how? rinse your rice in a bowl, few changes of water, your rice sinks then you just pour off excess water. washing rice in a sieve is a waste of time, water and does not have the same effect as soaking it. proper curry chefs always soak their rice

You can see the starch being rinsed off. Put rice in a bowl of water, stir it, water will get cloudy, pour cloudy water out and repeat. After about 4 or so rinses the water will run clear.
Also just from an anecdotal standpoint you can tell the difference. The rice won't be as mushy. Not that there's anything wrong with mushy rice, if that's what you want then don't rinse.

To get the texture of the rice correct, you must wash it. With Chinese rice, anyway. Otherwise it can go gungy. The stuff about contaminants is probably bullshit but better safe than sorry. What really gets me is the obsession with washing meat. The Chinese literally wash their meat, then boil it until it's mostly cooked, and THEN start making the actual dish. They're so squeamish.

It's a texture thing more than anything. In Korean cooking they sometimes save the rice washing water to add body to soups or stews, the same way you would add your pasta cooking water to a pasta sauce to emulsify and thicken it.
