I'm australian and for me I'd expect the chicken burger to come in a bun and likely have deep fried chicken with the usual burger fillings and the chicken sandwich to be two slices of bread with roast chicken and probably lettuce and tomato
I see a burger being defined as involving typical buns that beef burgers are served in rather than some kind of patty, same with fish burgers, vegetarian burgers, etc
