if you're cooking from frozen the oven dries out the tortilla too much and becomes crunchy and the microwave will only make it soggy. so the move is to microwave it for 3/4 the time and then toss it in the oven to finish and when you take it out wrap it in a towel or foil and leave it for 15 mins.

with that being said, the extra crunch the oven gives the burrito DOES NOT mix too well with the liquidy sludge insides; you go to take a bit and half of the fucking burrito gets squeezed out before you manage to break the crunch tortilla shell.
i think the best way possible would be to figure out how to STEAM them, so you avoid the microwave, cook the inside, and keep the tortilla soft and pliable.

liquid water can't be heated past 212f and there's not nearly enough steam for it to reach 450f. even if some of the grease pops out onto the paper it's not getting anywhere close to 450.

I think the reason your burrito isn't soggy is you are cooking it at a incredibly hot temp (have you ever microwaved a burrito to long and the ends get hard) same concept
