Lmao, no. The term is covered under the UN/FAO Codex; it's an international standard. You can accidentally blindly buy garbage Indian oil sardines (Sadinella) or other species of fish that are legally allowed to be labelled sardines. King Oscar, for instance, sells multiple types of fish from various origins as "sardines". Check carefully for the packing location and potentially the fishing location.

There's a brand in Italy where you have to check the boxes because they all almost look identical. They're usually listed as either products of Spain, Portugal, or... Thailand. As you can expect, the Thai ones are not real sardines.

Not European but they're really easy to tell apart. Mediterranean sardines are bigger than the rest but smaller than fully grown herrings. They're fatter than the young herrings I've seen too and come in a distinctive can while the young herring sardines come in a flatter can.
Also, at least in America all imported fish tells you it's origin point.
Portugal of course, along with Spain and Morocco are the main ones over here but I've heard of sardines from other countries on the med. The Moroccan ones are the cheapest and most available but as you'd expect are inferior
