Basically just frozen then fried shaped corn/wheat flour blobs. They do technically have some nutritional value, but they're no better than snack chips.

they're uncooked pasta being fried in oil. causes them to puff up like that. It's a Mexican thing in my experience, and if you've ever had the so-called "churros" from taco bell, that's them frying rotini pasta with a sprinkle of cinnamon-sugar. But they're commonly sold as snack from street-vendors. Mexican groceries will also sell the uncooked pasta in those wheel-shapes so you can make them yourself. But until this thread I've never seen the process myself.
