unironically, USA. We went from worst to first. Now you can go into any middle class suburban supermarket and buy bread from throughout the world. While places like Netherlands have good bread you can't pop in and get more than one brand of tortilla and their bagels suck.
Italian bread in italy also sucks because it's made as a mopper for italian olive oil so they make it dry on purpose.

number one on the list is Turkey.
turkish bread is like 6/10, lacks flavour and texture, but it's soft so easier to eat.
ive seen people inhale a loaf of bread for breakfast per person.
they ahve a bread called Vakıfkebir(picrel), it weights like 10 pounds and they finish it in one meal.

subtle troll, at least for people who haven't been to the Netherlands (they have the worst bread in the world, maybe bar the US)

euro living in america.

euro bread aisles are often twice to three times as big as american stores. most euro stores have an in-store bakery or get fresh bread delivered from a very nearby one, even low-budget stores and especially convenience stores. america is a gamble if a store will have a fresh-bread aisle.

euro beats american bread any day, sorry.
