How can I make a meatloaf that's all crust? The outer part is the best part.

i make mine in a skillet so it's thin with a lot of surface area

Form it over a rolling pin so theres a u shaped depression in it. When its crusted on the top, flip it over and bake at a higher temp until the bottom is crusted as well.
