Anything with iron can rust, it just does it less/more slowly. I have some really nice 18/10 cookware and if I stick it in the dishwasher and let it drip dry it always has a red spot where the water dripped and collected oxidation. Needs high temperatures and strong chemicals but it can be done.

450F is the lowest temperature at which any particulates have ever been detected coming off of a teflon film. We're talking about 19 nanometer diameter particulates. Also, these aren't fumes, they're still polymerized plastic which is completely inert. 650F is the lowest temp at which teflon will undergo pyrolysis which actually does release fumes that can be toxic.
Also, 450 is the smoke point for virtually every oil, so you shouldn't be going above that anyway.

In my experience, the stainless steel develops rust from washing it, even if I wash it by hand and dry it off immediately after rinsing.

Yes to both. You want that salted water out of there ASAP for the second. It's fine at cooking temperatures, it becomes a problem from sitting there. As for your experience, either it's not as completely dry as you think or your municipal water supply has an absurdly high chlorine content and you might need distilled water for a final rinse. But I've never heard of tap water having that much chlorine.

I use stainless steel pans that belonged to my grandmother, I’m not sure how old they are but I know that the manufacturer changed the handles’ design in 1992 (I had to order replacement handles, that’s how I know) and my mom thinks they were purchased in 1984.

So definitely 30+ years old, possibly almost 40, and not a single spot of rust.
