I went to a flea market that had like 5 different of these guys, but I couldn't find any stone ones. Are brass mortar/pestles actually usable, or are they just for decoration?

Brass is a toxic metal not suitable for food preparation, op. It's used on door handles specifically because it's easy to form and will kill bacteria left on the surface.

Extremely usable, but as mentioned you need stone. If you need to ever cook big (large roasts, BBQ, suckling pigs, etc) , it’s very useful to use to get a bunch of random fresh herbs, dried spices, garlic, gingers, peppercorns, oils, etc all together into a paste quickly like a caveman. If you get one, get a big one with both stone mortar and stone pestle.
