Compressing entire videos into 2 min and under 3 mb and keep them watchable is not possible every time, fucktard. You need to put in a bit more work:

Step 1: Take long video
Step 2: Locate RELEVANT parts and their timestamps
Step 3: ffmpeg -i in.mp4 -ss 00:00:03.30 -to 00:00:9.00 -c copy out.mp4 (this will cut the video without reencoding it. Do this for all segments you want to keep)
Step 4: (echo file 'first file.mp4' & echo file 'second file.mp4' )>list.txt
ffmpeg -safe 0 -f concat -i list.txt -c copy outjoined.mp4 (this will join all files)
Step 5: ffmpeg -i outjoined.mp4 -c:v libvpx -crf 4 -b:v 4500K -vf scale=600:-1 -threads 4 -an out.webm (change "-crf 4" (4 is best quality), "-b:v 4500K" and "-vf scale=600" to try and make it fit into 3 mb. It might take a while to find the right combination but you'll be revarded with a webm that won't make you look like a fucking retard)
