Both. Sometimes you need hot water for that burnt shit on the side of pans or dishes.

Soap alone isn't enough to remove certain types of dirt and grime, or to kill bacteria. You need hot water.

For utensils and other stuck stuff I let it soak in scolding hot water, after a while when it cools off most if the food debris is gone and need little to no scrubbing, then I shove it in the dishwasher.

You control the temp on the water heater. Mine comes out at around 165 degrees, or roughly 73 degrees Celsius.

Not him but I have up to 90 C out of my faucet at winter. Bacteria (and my hands) certainly won't like it.

You need hot and cold water situationally, just don’t use hot tap water for cooking. Perhaps it’s just the place I’m living at but the hot water always smells bad and isn’t always clear.

anon running, hot water is overall the best disinfectant there is. this is well studied and known to the medical community.

now, when sterilization is the priority it's irresponsible to use only running hot water because it's not better than hot water plus soap. nevertheless hot water is the best starting point when washing your hands or neutralizing harmful bacterioids on flatware and utensils.

for me, hot (nearly boiling hot) water and a good dish brush takes care of all my food particles and oil/grease no problem. occasionally i use soap as well depending on the risk of salmonella or e.coli (a plate that had raw chicken or fish on it for example), but otherwise the hot water does the job where cold water would do nothing.

I only use hot water.

I don't believe in germs, hot water melts all the food off the plates and cutlery and that's good enough for me. I never touch the cold tap when washing dishes, you just have to be careful how you hold things to not get burned. I will only use washing up liquid if hot water won't do the job, and this usually means oils are involved. So if I cook sausages I'll use washing up liquid on the pan. But if I make spaghetti carbonara I won't.

Hot water, I can forego soap and just use the heat to make food crusts more malleable and get it off. I don't worry about power usage because I'm not living in poverty and don't need to worry about this shit.
