I think it's highly franchise dependent. Theres a few good chiptoles in the area and when I moved to another cluster of them they all blow. Poorly managed, items out of stock, and badly cooked food. This is what a burger, fry, and drink costs at the 5 guys near me. that is the most expensive base prices for bacon cheeseburger, fry, and drink. If you get a regular cheeseburger and regular fry it's like $17, another ~2.75 for a drink. I personally don't like five guys enough to pay that much for their product.

this is the same exact locations menu prices from 2018, they've gone up a bit, but it has always been on the pricier side. they also used to load you up on fries, but now they very specifically measure out how much 'extra' they give you in the bag, it wasn't like that before.

Interesting that you mention it can be dependent on the cluster, because I haven't been able to find a single good one in my area. It's been nearly a decade now but the area I went to college in had Qdoba and I remember it being heaps better. Even if Chipotle could get a handle on their more egregious violations (foreign objects in the food, large chunks of unripe avo in the guac, stale rice mixed in with fresh, etc) it still bothers me a bit that all of their food seems to be lukewarm that should be hot.

the picture shows a line, assumedly a person saying it, in support of five guys being a high tier fast food restaurant by saying it is "the fucking shit" and is at least better than the fast food restaurant known as mcdonalds. this shows that it is seen in a somewhat positive light which means the opinion of it being overrated or not is appropriate to be applied as a response.
the picture then shows some less than pleasant pictures of the food five guys serves, namely the bag soaked in grease, the soggy fries, the cup filled to the brim with ice, and the mushed burger. you could argue that the poster may not necessarily be showing these qualities in a negative light (although u would need to be a moron to think that), but the price tag in the middle of 20$, a price much greater than the average usually given to a serving of fast food, is very purposefully trying to contrast with the quality of the pictures in terms of what is generally seen as reasonable to sell for that price, namely that 20$ is worth more than the product shown.
this juxtaposition is the way that this image is trying to say that having such a high opinion on five guys is ridiculous and is, in fact, overrated due to the unfair on the consumer's behalf.

I think the burgers are ok, but I like to get lettuce wraps more. The fries are always soggy even when your eat them there. I don't get them. The hotdogs are surprisingly good. Overall I think it's overpriced but better than Burger King or MacDonalds.
