Ignoring the fact that SNAP is supposed to be supplemental to your grocery budget and not the entire budget, you could buy a $5 chicken and some rice and eat very cheaply everyday. Other items like bulk eggs, cheaper cuts of pork.

Make stock with the carcass and make soups/stews with leftover chicken and veg.

I went to walmart's website, selected in store items from my local walmart only, and then built up a list. This is what I'd get for a starter week (I might also swap out the pepper and/or cayenne pepper for cooking oil which is $1.57 for 32 oz of soybean oil, $2.52 for 17 oz olive oil, $2.54 for 33 oz of corn oil, or 2.88 for 48 oz of canola oil. All depends on what kind of oil you want.

The salt, seasoning and/or olive oil would obviously last for more than a week allowing me to get different seasonings next week.

Beans have quite a few carbs, bananas have carbs, onions have carbs, tomatoes have carbs, cucumbers have carbs. If you want more, swap rice or lentils for some of the beans. I picked a lot of protein heavy foods because I wanted filling foods.

Weather conditions have been kind of shit for growing tomatoes here, so the price of fresh tomatoes has gone up. Now it's a dollar ten for a single tomato. Well, SINCE I'M ON FOOD STAMPS AND HAVE TO BUDGET clearly I'll only buy fresh tomatoes and break my bank on them and then cry about not having enough money. Or I could just get instead;
2 400g cans of peeled tomatoes for a total of $5.50
Chicken Breast 1kg $8
White Rice 2kg $2.80
Brown Onion 1kg $2.90
Oh no. This is 90 cents over my budget. Since I don't have another dollar to my name, I guess I'll put a can of tomatoes back and a kilo of salt for 90 cents, and a little shaker of dried basil for a dollar twenty.

Ok, my meals this week are going to be slapdash as I push those vegetables and four chicken breasts across seven days. But that's ok. The eggs will last me more than a week. So next week I'll get eggs and have more than I did this week. The rice will last me over a week too, as will salt, basil, etc. See, the basil? I can buy a different type of herb every week, after four weeks I'll have four kinds of herbs and spice, after a year I'd have at least thirty, factoring in replacements. Herbs and spices are how you take the same basic ingredients and make wholly different meals after all. And I'm getting all this from one store. I'd be shopping around

And personally? I'd be growing my own vegetables and my own herbs. I'f I've got forty dollars a week to feed myself, I clearly have no job and have the free time. I'm doing that right now, even with a job.

29 bucks will buy you a lot of cheap meat and vegetables. Get some flour and a pack of yeast and have some nice homemade bread on the side as well.
Another thing you can do is work. If your budget is so tight that ten or twenty dollars makes a big difference you should be asking people if they want their lawns mowed or leaves raked etc.

£70, nearly triple the budget, BUT a lot of that stuff above is not even the cheapest option available and do not count sales. I would also not use all that food in a week, for example, I would not use all that sugar or tea in a week. If I had £120 a month and chose budget items on sale in bulk, I could probably have the same diet above and close to the budget, e.g. I can get 2L of store-brand fruit juice for £2 or make my own salad for half the price.

But one thing this exercise has made clear to me, food prices have gone up quite a bit since I did this months ago. Same shop a year ago would cost me less than £60.

Break down your shopping into protein (pb, eggs, meats, fish), carbs (pasta, bread, flour), veg, herbs/spices, and grocery (soap etc). Then bookmark the ad pages of every store within range. Every week pop open the ads and see what the sales are. Over time you will get a sense of the real price of foods and what is a deal to spend on.

Some tips:

>Buy in bulk at the lowest price then shop for smaller amounts as you go
>find the discount aisles in each store you visit, they all have at least one area
>Immigrant markets are your FRIEND. Find where they are and get their ads.
>You can buy some food and toiletries online cheaper, and at higher quality (e.g., bulk bags of good rice, paper, etc)
>If you have the room freeze your on-sale protein and get your veg fresh
>Potatoes, onions, and carrots sell dirt cheap in bulk bags. Learn to cook with these.
>Rice is a staple and there are a thousand ways to eat it
>Learn recipes that stretch out proteins with vegetables, rice, and pastas
>search for deals on herbs and spices like a thirsty simp and over a long period of time you will build a formidable spice collection
