It depends, higher quality panettone tend to be well balanced but you can find a panettone which is sweeter than another because they used more honey or because there’s a glaze, it’s a choice, however you’re right cheap panettone use low quality candied fruit, very sugary and less “fruity”, while mid to high tier panettone use fresh fruit expressly candied by the bakery.

In Italy you can order them from either a bakery or you can buy industrial ones at the store.
You can order a plain one which you will cut in layers and make “sandwiches” out of it, pic related, with anything you want otherwise you can ask the bakery to stuff the panettone for you with a mix of cold cuts (salami, ham and mushrooms, olive pate, prosciutto crudo, etc..) and cheese or with seafood (smoked salmon and cream cheese, caviar, shrimps and mayo l, etc..).

It’s served as a Christmas antipasto
