The individual department looks for third party bids that include a massive number of sites and they employ very underpaid workers. Deep frying in oil is already going to pull a lot of the moisture out.
I've accidentally lost a piece of potato before while cooking, had it fall in between the stove and the counter, didn't find it until I deep cleaned the kitchen a year or so later, and it was identifiable as a former fried chunk of fresh potato.
What do they expect to happen if they're keeping this food sequestered for their experiment? For it to dissolve into ash?

The primary reason honey doesn't go moldy is because it is made out of more than 80% sugar. This supersaturated sugar solution has very little available water therefore mold and bacteria cannot grow on it. On top of this there are antimicrobial compounds in it.
