That would be a tiny-ass chest freezer.

My small chest freezer easily fits 8-10 turkeys. A larger chest freezer (which would only run ~$1000) should easily fit 10-15 turkeys with ease. Unless you're buying only massive 25+lbs birds, then maybe cut 2-3 turkeys from that guess.
I'd guess you'd need 3 large chest freezers to fit 36 turkeys (with some room leftover).

And of course those freezers are good for storing other shit (ever want to buy half a cow but didn't have the freezer space? Now you do)
and they'll still be good in a decade, so you can spread out that upfront cost over many years to get your money's worth.

I personally just have a single chest freezer and I store 5-6 turkeys in there every November that will last me throughout the next year. I've thought about buying another and stocking up on other meats more regularly when I see them on sale (pork shoulder/butt, buying a large portion of a cow, more turkeys, etc)
