edge remade the directories and started with it's bullshit again so did the deny access thing.
1. took ownership of C:\Program Files (x86)\Microsoft (with inheritance)
2. removed all access to all groups with access to microsoft directory (with inheritance)
3. removed all access from my own account's access to microsoft directory (with inheritance)
Result, no group and no user has access to microsoft directory
and IE seems to working again as normal, that is no edge spawning off.

Another good test will happen when ms update runs again.
