I'd guess because the best German white wines can indeed compete with best French whites in quality. German whites are actually more expensive, whatever that might mean. White wine from hotter climates is nowhere near in quality (note that best French white is made north, away from Med sea) . Now while Spanish and Italian red wine surely is much better than German red, it's still not at the level of French red wine.

There is a lot of generalization in this obviously and surely some people will not agree but that would be a line of thinking I could agree with heh.

In terms of premium wines, that's completely accurate. Winemaking practices, equipment, and professionals are shared/traded on a global level. Spanish wines are aged in Californian barrels and French nobility build wineries in Chile. With reasonable investment, good wines can be and have been made anywhere, "terroir" notwithstanding.
