I've heard several people that work in restaurants talk about this. I'm no macro-economics expert, but from what I understand, the demand placed on producers/processors on the huge, (multi)national corporate food level make the breast cheaper than wings.
A big part of this has to do with them being more difficult to process w/o the breast getting dry, tasteless, or otherwise, unpalatable. On a small scale, this isn't too hard to deal with, but when you have to figure out how to economically brine, batter, fry, etc. literal tons of chicken, this could get all sorts of fucking expensive. Compared to other, dark-meat parts of the bird that don't need so much work to keep moist, breasts have been historically, a huge pain in the ass for poultry processors to sell.

On a slightly related note, the higher price of wings is a relatively recent development. Much like how caviar used to be peasant food, wings were cheap until some marketing guru from Buffallo (or whatever) convinced the whole nation that chicken wings are amazing.
This whole marketing thing is also interesting to consider for chicken breasts. With all the aforementioned issues with "wtf do we do with all this white meat that we can't sell (at a profit)?" you can see lots of concerted marketing promotions and effort that all revolve around how to increase consumer demand.
Chicken nuggets, "lean chicken breast is great protein to get u SWOLE," T E N D I E S, etc.

I was shopping today at a discount grocer. Wings were $4.99 a pound. Drumsticks were $0.79/lb and thighs were $0.99/lb. Take a fucking guess which one I came home with.
