Food that looks gross but tastes great. Think something along the lines of a huge plate on thanksgiving dinner with everything mixed together and smothered in gravy. Also I'm not sure if it's just me or an actual component of sloppa, but I always associate it with stuff that would be amazing to have while drunk. Some examples of traditional dishes that would qualify as sloppa:

Frito pie
Biscuits and gravy
Sloppy Joes
Tex Mex enchiladas
Shit on a shingle
Mac and Cheese

Usually, it's something without a set recipe that you make yourself from whatever random stuff you had on hand. It is "sloppy" like stew and looks like shit, but tastes really good. But then reddit came in here and started calling established dishes you can order at a restaurant "sloppa", so the meaning got lost fast. At this point they call tomato soup and messy cold cut sandwiches sloppa.
