Carbs in cheese are caused by the small amount of sugars that are already in milk.
It just means the cheese is less aged.
The longer a cheese is aged, the more residual milk sugars go away.

That's not exactly fair, a lot of countries REQUIRE all milk to be pasteurized. In the US, the cheese has to be aged longer than 6 months to be able to use unpasteurized milk.

Are you saying it must have no lactose because you don't get sick from it? It's a small amount but it's still there. Lactose intolerant people can still usually have up to 12g of lactose before they start experiencing symptoms, but you'd have to eat pounds of most cheese to get 12g of lactose.
