Order pizza for kids from local pizza place. EVERY single pizza place just left it on doorstep and leaves voicemail to lyk. Today, it says it was delivered on their shit app. Nothing is there. Call them and they say new policy is that someone MUST answer the door. I called other pizza places and they all said the same shit even some of my friends in other states said this shit is happening to them. They wouldn't even give me a fucking refund so I had to go to the store and for the first time raise my voice and call their manager a fucking retard.

Has this been happening to anyone else?

So then they are admitting that they did not deliver it to you since you would have had to receive it with their new delivery policy. If you don't have it, that means they did not 'deliver' the pizza as per their new policy. They should be offering a refund by the sound of it.
