Places offer free water for the same reason they offer free straws, condiments, toothpicks, refills, napkins, bags, boxes, etc.
Customers love little conveniences and despise being nickel and dimed. You'll lose a hundreds of dollars worth of business by trying to earn two dollars charging for bathroom access or a slice of lemon.
Three exceptions: One, you live in a shit area where anything free is a scum magnet. Two, the restaurant is run by a greedy idiot or can get away with bad business, like a tourist trap. Or three, it's a restaurant so fancy that it would be an insult not to be told you were served premium mineral water and charged too much money for it.
