Took 3 large potatoes, sliced them into quarters. Drizzled them in olive oil, salt and chilli flakes. Roasted them in my toaster oven for 30 minutes. Took them out and ate them with a dollop of hot sauce. All in all the meal cost me about 50 cents, was pretty tasty and filled me up.

You can't go wrong with a nice stew.
Piece of cheap meat on sale, maybe on manager's special plus whichever root veggies are cheap/in season.
Brown meat and onions, add liquid, add the veggies and some spices/herbs of your choice. Simmer.
I suppose a poorfig can use water as the liquid but if you can spring for even a cheap beer or wine or have some stock from something else that does help things along nicely.
You can have it as-is or with mashed potatoes or bread to stretch it even more.

If I find eggs on sale here in Denmark they're usually about six eggs for a dollar.
Still cheap protein, but a lot more than what I see the Yanks talk about.
Shakshuka is still a good poorfig meal, though. 30 cents worth of eggs, a tin of tomatoes, some spices, an onion... Stretch it with some bread which you can bake yourself for pennies.
It also allows for almost endless variation. You can bulk it up with some grated carrots or potatoes if those are cheap or some celery or almost anything else.

I was never poor, but I sometimes work very long days and come home and just want a hot meal before I pass out. Good old franks and beans is a good one for that.
Just saute a chopped onion, add in a couple cut up hotdogs, or any other meat you got cheaply for that matter, brown the meat a little if it's raw but otherwise just dump a tin of beans in there and simmer it while you're in the shower with a cold beer. It's delicious, cheap, almost impossible to fuck up.

Look out for stuff on sale instead of just shopping in one place. If I find a huge pack of ground meat that's really cheap I take it home and make a big batch of meatballs from it. Freeze them in portions of maybe 4 or 6.
You can make your meatball mix as much as 25% oats or breadcrumbs mixed with a liquid. Helps as a binder and doesn't fuck with the taste as long as you let the liquid soak in before the mixing.

Hell, one favorite I made today that is cheap is a fried egg sandwich. Put some butter in a pan on medium heat, let it get hot but not enough to burn the butter. Crack an egg, flip it, add some bread in to absorb the butter and toast it. Salt and pepper the egg and maybe add some cheese if you have anything.

Costs less then a dollar to make and is a quick and easy breakfast.

My grocery store use to do a pretty nice deal on the store brand pasta, sauces, chicken breast, and frozen vegetables.

For about $20, I use to be able to get:

The last quart of cottage cheese I bought was $3.30 for 8 servings, 12g of protein a serving (around $0.40). I think you can buy a potato for under a $1.

If you did 1 potato and 2 servings of cottage cheese a night that’s like $1.40 for a meal a night. You could theoretically slice up a green onion, chives, or any other green herb you’ve grown yourself and survive off that.

Supplement with a multivitamin, and I think that’s like baseline above starvation.

Buy encor family pack of salisbury steaks. It's a big tray meant to be cooked at once and cost under 4 dollars iirc. Cut off a chunk, let's say a 3rd which is a hearty portion, plop it in a baking pan and follow the directions as if it's the full pack (I thought it would take less time but nope). Throw in a potato with it which should go like 15 minutes longer. Three full meat and potatoes meals that are super easy and cost under 2 dollars each.

As a student I had a lot of "hobo Shakshuka", which was browned mince beef and a can of beans, put in a dish with eggs poached into it and whatever spices you like. An extremely solid meal full of protein for really cheap. Beans are like 50c, 3-4 eggs can be had for like 20c-40c, and half a pound of ground beef is like a dollar. Spices are cheap once you already have them, but you should at least have some

My britbong friend also got me onto dumplings, though I had to get a box of suet from a british import shop, though apparently it can be got from a butchers since it's cow kidney fat. Sounds gross but you mix 50g of suet with 100g self raising flour, then combine with just a little water until it can be made into 8 or so little balls. I'd put the beans and ground beef in a slow cooker, added some brown sauce, Worcestershire sauce, some BBQ sauce if you like it and I had a bunch of those crispy bacon bits that go on salad so I usually stuck a bunch of those in. Other spices are up to you, If you want it to taste a bit indian, add a bunch of Garam Masala. Chilli flakes are good, as is the normal stuff like pepper. Garlic salt is also a good addition if you don't have fresh garlic. It's up to you though, spice or herb to taste. It's beans, pretty much anything works. Once the slow cooker's up to temp and your beenz and meat is warmed through, stick the dumpling balls in. After about 15 mins flip them over so they're coated in sauce and so they cook evenly, or if you're super lazy then push them beneath the surface of your sloppa and wait half an hour. Violins, You have some delicious, cheap and filling food. Eat as is or serve with some nice bread, or even toasted wonderbread if you're genuinely poor.

All of these are cheap and tasty.
Rice is a great filler, as are oven potatoes.
A "I'm fucked there is no store open and I don't have any carbs at home" meal is fake mashed potato: chop onions into a pan and fry, top with flour, roast until toasty, add water + oil, optional bay leaf. More flour or water to adjust consistency to that if mashed potato. Or just make a flour+water flatbread like our ancestors did.
