Thing you gotta keep in mind is that beef shrinks when you cook it. Three pounds per person may sound like a lot, but after being exposed to 450 degrees in the oven for 6 hours, that's only going to be a little over a pound per person, and there's nothing wrong with leftovers.

That is really not correct. Beef loss is 20-40% depending on the trim and marbling. 3lbs per person would yield about 28 oz per person which is 1 3/4 pounds of beef. That’s a huge red meat portion. Assuming you want an 8 oz yield then a bit more than 3/4 of a pound, or 10lbs for 13 people is more than enough. That will give you leftovers and feed the big eaters.

Does either grandparent or any of the guests only eat well done meat? Not the only thing you should prepare for this feast, if that answer is yes. Have a second main at the same time. Roast a ham ahead of time, or turkey breast, slice and rewarm in the gravy.
Measure your roast in length in inches, not weight. Diameter will vary. Assume a 1 inch slice, cooked, for each guest, so 1.5 inches raw.
