Not "spicy" but pungent, also similar to raw garlic/ginger and mustard. I think it's supposed to be a defense mechanism against being eaten just like the capsaicin in chili peppers but we find ways to make it taste good.

They are, but in a different way. Raw Allium has a spice to it, but is different from the piperine in black pepper, or capsaicin in chili peppers.
