Not everything is a conspiracy, anon.
Labeling regulations are sometimes stricter than you think.
That’s why bottled waters using tap-water either don’t mention a source at all, or will say “filtered/purified water from a municipal source”.
‘Municipal source’ means public utility water. Doesn’t matter if it comes from a resovoir or is pumped from an aquifer; municipal water is water that you buy from a public/government utility company, and has been treated by that company (fluoride, chlorine, etc) which is why the companies that bottle it will purify it by reverse-osmosis or whatever.

Though yes, there are some cases where utility water *could* be obtained from what technically classified as a spring. That’s why non-municipal waters will almost always be labeled as “bottled AT the spring/source”. It means they obtain the water directly themselves, either from a natural artisanal surface spring, underground spring, or underground aquifer; not from a government utility to whom they pay a water bill.
Also, ‘artisanal’ in the context of water isn’t the same as ‘artisan’ in the bullshit hipster ‘craft’ sense; it’s a technical term meaning a spring where water flows to the surface from natural pressure.
