There are 2 scenarios:

1. Person is just a shit cook and doesn't realize that you need to let the water evaporate so that the beef can then fry in its own fat. They assume that the water is grease and drain it
2. The beef is pretty fatty and you aren't going to be adding any vegetables to it that need that excess fat to saute in. It's also possible that if you use something like 70/30 that you have a lot of fat left over even after you saute your veg in which case it might be advisable to drain it.

OP here. We've got tube meat where I live, it's usually made with what we call "second grade meat", which is basically fatty scraps that are ground up together. I once made chilli with that meat, and it was very heavy on my stomach and left a stench on my apartment for a few days.

I don't rinse or drain my meat unless it's watery
But I will wash my chicken with scalding hot water if it smells at all since it gets rid of the smell and still cooks fine the same. If it still smells after I throw it out because it's not good.
They say not to do it because it can spread bacteria to my sink, but then that means it was already on my food, with toxins too.
