Beef only needs to be cooked on the outside due to exposure and contact with cutting implements. If you have a fresh cut of beef, searing the outsides in a pan or grill is good enough, the insides can be as raw as you’d like.

Poultry needs to be cooked to 165 because the de-feathering processes contaminates all of the meat. Basically all of the meat is put in a bath where water that touches the birds’ fecal matter is allowed to be absorbed by all of the rest of the meat. Cooking to 165 eliminates almost all of the risk, anything below that is a sliding scale of danger. Will you get sick if you eat a chicken breast that only got cooked to 150? In America, probably not, but the risk increases as you get to colder temperatures.

There is literally no reason to wash chicken. Even if you intended to cook below the safe temperature, the outsides are going to get hotter than any internal temperature, which defeats the purpose entirely. Even dirt at that temperature is going to be cleansed of any harmful bacteria, but if you’re worried about dirt or sand contaminating your meat then you have much bigger problems to worry about.

The CDC is right when they say that rinsing meat just spreads contamination. If you’ve ever washed a dish in a sink you’ll know that there’s always spray back. I don’t blame people for not being super cautious about cross contamination in their own home, as long as the mess gets cleaned up and any contaminated food gets properly cooked then there isn’t really much to say about it. The guidelines are meant to be a rule for society to eliminate the risk altogether. You can’t be mad if you roll the dice and end up getting sick, there were tangible and easy measures that you could have taken to prevent the risk.

I will often give chicken a good soak in a citrusy rub down with olive oil, fresh lemon or lime juice and leave it to rest a good moment anyway, esp before baking or grilling.

165F is the initial temperature point where 99.99% of salmonella will be dead by the time the food is removed from the cooking vessel and plated. Salmonella starts dying fairly quickly at temperatures as low as 145F and if you hold it at a steady temperature long enough you can get away with even lower as it will eventually pasteurize.

here is a chart from the FDA. a safer temperature to take your poultry to is like 154ºF, at which point the poultry only needs to rest for like an additional minute before it's safe to eat. you can pull it at 150ºF because carryover heat will probably raise the internal temperature another 5 degrees out of the oven.

as stated earlier in the thread, washing your chicken under running water at the sink is dangerous as it spreads pathogens and bacteria around the kitchen. not only will the running water splash the salmonella all over your sink and work area, but it will also cause pathogens to aerosolized (become airborn) through those microscopic droplets of water which you can then inhale and get sick from.
