None of those are hard tasks. Filleting is very simple. Doing it quickly is challenging.

Identifying fish fit for consuming raw is also not that hard. You'll see when you filet it, most likely.

Extracting roe is also not witchcraft and neither is rolling rice.

Cutting up a fish is not magic. It's not really harder than partitioning a roast chicken. I have handled whole fish before, skin and scales and while I don't catch my own fish, neither do the sushi chefs. They have their trusted sources for that. Even an amateur can buy quality fish.
