It massively improves the flavor.

There is something about raw tomato paste that tastes bad to me-- acidic, tinney, and off.

Browning it caramelizes it, sort of like caramelizing onions. It gives it a more subtle flavor, but deep, sweet, and jammy. It tastes pretty good like that.

Call me a moron, but I like this method quite a bit, and if I have no tomato paste, I do the same thing with whatever I have on hand-- usually a tablespoon or so of pasta sauce. With such a small amount, the oregano, basil or whatever gets lost, and you still get the roasty effect of carmelized tomato.
