I leave it in the rice cooker with the hot water and a small slice of butter to let the butter melt a bit before hitting the button, but desu you dont really need to soak rice unless its short grain.

1. rinse rice under cold water for one minute past when water runs clear
2. spread rice out in a single layer on a baking sheet and put in oven at 160 for 30 minutes
3. toast rice in dry non-stick pan until nutty aroma
4. drop in a tablespoon of unsalted butter until melting and turns frothy. allow rice to simmer for 1 minute. drain rice.
5. bring 1 part water to 2 part chicken broth, garlic clove, a quarter of a white onion, and bay leaf to boil
5. add rice and pinch of salt. bring to boil
6. reduce heat to simmer. cover. cook for exactly 20 minutes
7. remove from heat and let rest, uncovered for 5 minutes.
8. fluff with fork and serve.
voila! perfect, flavorful rice every time
