I feel like Filipino food isn't overrated or underrated, as most people haven't even tried it unless they know some flips. There aren't really that many Filipino restaurants out there, and most people judge it based on Jollibee, or some random webm of people collecting trash. Most people probably haven't even tried Jollibee, as there aren't that many locations. I'd say there's some decent things and some really bad things; it's a C+ cuisine at best.
