Because we have comfy building/business codes and hecking valid health regulations. A lot of the time they'll seem a little too superfluous or like they're just excuse for government to make money, but they actually do a lot to prevent the stupid/negligent/unscrupulous from hurting themselves or others. we simply don't have many lively streets. streets in America are heavily tailored to cars and pedestrians are few and far between. street vendors shit like that pop up in areas that have an active pedestrian population, especially at night time. even in places in the US where there are lots of foot traffic, during the night they are completely dead.
